How often do I actually need it done?

My gutters look clean from the ground. Do I still need it?
Almost certainly, because they fill from the bottom up with packed sand and grit rather than with visible leaves hanging over the edge. They look completely normal the whole time. If it has been over a year, assume they need it.
I am in a block of flats. Who arranges gutter cleaning?
Usually the body corporate or managing agent, since gutters are typically common property. Can I just hose them out myself?
